Kathleen asked: A Kaiser website shows that New Hampshire requires guanteed issue of medical insurance for “small groups,” and defines small groups as “1 to 50.” However, the same website says that New Hampshire has no guraranteed issue for individuals. I must be missing something. Isn’t an individual a group of “1″?
