Most likely, the pharmacy has some sort of discount program (possibly subsidized) for uninsured individuals. Normally, if the *actual* cost to the pharmacy is only 7.89, then your husband would also pay only 7.89 despite having a $25 copay.
The better question is…why is your husband turning in the prescription on his insurance, if he could purchase it flat out for a lesser amount? Just purchase it straight out for the $7.89.
The insurance policy probably says that all medication purchased with it has a flat $25 co-pay, regardless of what its cost would be without insurance. Although this particular medication is normally less, many medications cost hundreds of dollars, so the average cost of medicine is less with than insurance than without insurance. However, if you want to save more money, by this medication without using the insurance and use insurance only for medications that cost more than $25 without insurance.
Well, that’s how it works! I’m in the same boat. One of my meds is cheaper to buy it at Sam’s, than use my insurance at Walgreens.
