I think you need to get it from Canada as that is your home. Phone around to various insurance companies
You need to purchase the travel/medical insurance from the point of departure i.e. Canada
A lot depends here on the levels of insurance you’re after as in what you want covered.

This link let’s you choose the level of cover you want and that’ll give you the prices, then you can compare it to Canadian prices.
In Australia if you have a gold visa, and you buy your air fare with it, you get free travel and medical insurance. But I doubt this would apply if you’re moving here permanently.
