Can I use non-VA medical insurance as dual primary care. I have Medi-Cal (California). Which insurance supersedes the other as primary care insurance. I tend to use Medi-Cal as the VA is too far to travel.

I recently discovered that the clinic that takes Medi-Cal can refuse treatment if they discover that you are a veteran. They told me I have to go to the VA for medical treatment.
